MIT Theses are not available through Interlibrary Loan or from UMI.
They can be obtained directly using the MIT Pubs Request Form.

As of September 1999, MIT is running a trial of offering full-text of some Masters and PhD theses that were electronically submitted. The collection includes only theses that were scanned by Document Services since 1998, for printing or electronic delivery to purchasers. The URL for this service is http://libraries.mit.edu/docs. It is possible to order printed or PDF versions of these theses through this interface. All other theses from MIT must be ordered using the MIT Pubs Request Form. The cost as of August 2005 is $59 for 1-200 pages, $65 for 200-500 pages (paper or PDF/web delivery), or $29 (PDF/web delivery of theses already in the digital library).

When you find a title you want in the ProQuest Dissertation and Theses database, first check to see if it’s one of the more than 2 million titles available in full text from ProQuest; those citations will include a ProQuest publication number. Titles ProQuest can't supply are clearly noted.
